NTA to double NEET Exam Centers to prop up Social Distancing

NTA will conduct the NEET-UG exam on 26 July. With this announcement, the National Testing Agency is at a crossroads to administer the pen and paper exam for around 15 lakh aspirants while conforming to the norms of social distancing amidst the COVID-19 pandemic.

As NEET-UG is a pen and paper-based exam, it is conducted all around the country at the same time, unlike JEE Main and JEE Advanced, that are conducted online and in multiple shifts. To resolve this issue, NTA is planning to conduct the exam at around 6000 exam centers contrary to the 3000 centers for normal conditions. This plan will enable a minimum of 2 metres distance between two students. Usually, Kendra Vidyalayas, CBSE-affiliated schools, engineering colleges and state government colleges are chosen for the exam. It will be challenging for the agency to figure out additional 3000 exam centers in a limited time.

Furthermore, NTA is also planning on increasing the number of shifts and add around 200 more exam centers to maintain social distancing for JEE Main. As for JEE Advanced, the exam will be conducted in 600 exam centers as the number of students qualifying for the exam is estimated to be only 2 lakhs.

Considering the safety of students, NEET 2020 will now be conducted on 26th July 2020. Regarding the syllabus of the academic year 2021

Many students posed questions to Mr ‘Nishank’ regarding the syllabus for the academic year 2021. Students have lost more than 3 months of study due to COVID-19 outbreak and lockdown. Mr Pokhriyal said that the academic schedule has been delayed and MHRD has asked central and state boards to address this situation by reducing the syllabus for the commencing academic year 2021. The syllabus will be reduced in proportion to the time period lost for this academic year which in turn will reduce the study pressure on students of the new batch. HRD Minister informed that the syllabus of JEE Main and NEET in the next academic year will be reduced.

Questions raised about 12th Board Examinations

Students were also concerned about the dates for 12th boards examination for CBSE and other boards. Mr Ramesh Pokhriyal has announced that the new dates for board examinations will be announced soon within a day or two. Dates for the remaining 29 board examinations will be decided in accordance with the situation over how severely has COVID-19 affected a particular district. He talked about conducting of board exams in green and orange zones of the country would be suitable for students or not. A bigger question raised here is for students appearing for both 12th boards and NEET in this year as 12th percentage is a deciding factor for admissions to various top institutions of India.

HRD Ministry to announce NEET 2020 New Dates on 5th May

The Ministry for Human Resource Development will announce the new examination dates for NEET 2020 on 5th May 2020, Press Trust of India (PTI) tweeted. New dates for JEE Main 2020 will also be announced on the same date. New dates for NEET will be announced on the official website of NEET 2020ntaneet.nic.in – by NTA on behalf of the HRD Ministry. The examination dates along with the release of admit cards have been postponed by NTA to ensure the safety of students amid the Coronavirus (COVID-19) pandemic. The dates have been postponed till the end of May 2020 as per the official notice. Many have prospected that the dates of examination will be delayed further until June.

Will students remain safe?

Soon after the tweet by PTI, users started reacting adversely towards the proposition. A large number of users were mainly concerned about the safety of students. Conducting the examinations amid the growing pandemic poses a risk to the health of a large number of students. Moreover, it is possible that the young students might infect their aged parents too, who are at a higher risk due to increased death rates amongst the aged population. There has been no word regarding what measures will be taken for the safety of everyone, but it might be possible that exam authority has already made a decision on what precautions will be taken. It is being suggested that exam authorities will sanitize exam centers while conducting exams in single shifts over a period of around 2 weeks or 14 days.

Central vs State Lockdown

Many reactions from users were regarding state lockdowns. A bigger question towards the validity of exam dates will be, whether the state government will allow conducting the examination. There have been statements from various state governments that the lockdown in respective states will be followed until the end of June. There has been no clarification on disparity among state and central government over when the lockdown should be lifted off. Moreover, state governments have the power to impose a state-wide lockdown to ensure safety during COVID-19 pandemic. It is uncertain if the exams will be conducted even before June due to this.

While many students and parents felt peace after this announcement. The announcement of dates for NEET 2020 will help students get rid of the anxiety that has been hovering around for so many days. Students will have an assurance of admissions to colleges and universities. Mental pressure due to uncertainty of admissions had been growing among candidates. This announcement will probably help ease down the tensions among students and can focus back on studies.

Only Medical Admission Test: NEET, SC Rules for Rejecting Minority Institutions’ Objections

The SC highlights the importance of securing transparency and merit recognition for the sake of student admission.

New Delhi: The Supreme Court has brought new regulation that there will be only one entrance test for medical admissions in India. Likewise, minority institutions, deemed universities and the other private colleges are also bound to obey the rule. Being the larger national interest, none can violate the rule set by NEET for students’ admission process.

As per the statement of Arun Mishra, the primary objective of conducting one admission test by NEET is to bring the education within the realm of charity. It leads to preventing several malpractice and corruption within the system, otherwise the deserving candidates would not get a chance to enrol their name for MBBS/BDS coursework. In addition, NEET conducting entrance tests is beneficial to eradicate the presence of intermediaries. Hence, no regulatory measures can interfere with the rights to administer the colleges in the name of linguistic or religious minorities.

Medical Council of India Act and Dentist Act makes various notifications and rules for prescribing National Eligibility Entrance Test (NEET). It is considered as the general entrance test both for the graduate and post-graduate medical coursework.

The main focus of the petition was to take away the right from the religious and linguistic minority for administering their business. In addition, for getting into the medical colleges/institutes, only the deserving candidates (even from the minority community) can own it, based on their academic standards. Nonetheless, both Vineet Saran and MR Shah did not find the importance of such a petition, in favour of maintaining uniformity and equality.

Moreover, according to constitutional rules and regulations under 19(1)(g), 30 along with article 25, 26 and 29(1), for securing transparency and merit recognition for admissions do not include minority institutions.

The Supreme Bench again highlighted that the Uniform Entrance Test is reasonable, which is conducted for qualifying the proportionality test. It prevents charging additional capitation fees from the students for admission. Hence, lower in merit students found the option of getting into the medical colleges by donating a lump sum amount. It in turn increased the commercialisation of education, profiteering and exploitation in the name of admitting into the medical colleges.

Likewise the Supreme Bench, the Apex court supported and stated that for admission purposes, no more other entrance examinations are required. In order to take part in medical colleges, the students from minority communities also need to comply with the rules and apply for admission in MBBS/BDS coursework. Hence, there is no right for maladminister to derogate education.

In the same line, the Supreme Bench also lamented by saying that in the current era, education is devoid of the real character of charity and hence, turned into a commodity.

Previously, the evils of the system (who were intermediaries) wiped out the fairness of the admission procedure and indirectly defeated the merit of the deserving aspirants. Therefore, the regulatory regime by the NEET provides equal rights to the aided/ unaided minority and the private institutions. Consequently, the old system has broken and both the minority and private institutions will not get permission to conduct their own exams freely in order to admit the students.

The current and newly framed regulation can build the main aspect of education by allowing the deserving candidates to take admission and by preventing the undeserving or less meritorious students from minority communities (in the name of reservation) to get into the medical colleges. Since the year 2012, Tamil Nadu and Andhra Pradesh were in the list of other petitioners.

However, few renowned private colleges/institutes challenged NEET for doing protest against the new norm. Some of them are: Christian Medical College Vellore Association, AP Pvt Medical and Dental College Association, Annamalai University, Manipal University, Karnataka Pvt Medical, Kerala Private Medical College Managements Association, Educate Charitable Trust, Tamil Nadu Deemed University Association, Darus Salam Education Trust.

Sisodia suggests to HRDM to Reduce NEET Syllabus 2021

Future aspirants appearing for NEET 2021 might get lucky as NTA (National Testing Agency) will have to reduce the syllabus by 30% for the same. Amidst the COVID-19 pandemic, regular classes for standard 12 will be at a halt for a few months. This will lead to failure in completing the curriculum for this year. Therefore, NEET 2021 syllabus might get revised.

The education ministers for various states approached Union HRD minister, Dr. Ramesh Pokhriyal Nishank to discuss this and various other matters. It was followed by an appeal made by Deputy Chief Minister for Delhi Manish Sisodia on Twitter, requesting the government to reduce the NEET 2021 Syllabus by 30%.

NTA NEET (UG) 2020 likely to be conducted in June 2020

Parents and students are still puzzled about the proposed dates of NEET 2020 i.e. last week of May 2020. Lockdown has been extended till 3rd May 2020 showing that this pandemic is not going to stop growing anytime soon. Union HRD Minister, Mr Ramesh Pokhriyal has mentioned that the delay in JEE Main 2020 could be until June 2020. Although there was no specific mention for NEET, it is highly speculated that the NEET 2020 will be held in June 2020 as well. New exam dates for JEE or NEET have not been announced yet. Educational Boards and other stakeholders are being consulted to decide on new dates for both competitive as well as board examinations.

He also said in a recent interview that the curriculum for CBSE Schools will be reduced for the next academic calendar i.e. for students taking the exams in 2021. This measure has been taken due to the outbreak of coronavirus (COVID-19) all over the country and the extended lockdown delaying the academic year. This includes students of class 10th and 12th of the current batch who will be taking the board exams in 2021. Although, as per the statement, the curriculum will be reduced for all the classes.

Mr Pokhriyal said that the reduction in the curriculum will be done on a proportionate basis, according to the time period lost (or might be lost further in coming days) due to the lockdown imposed to fight the COVID-19 disease. For the students of class 12th, this can be interpreted both as an advantage and a disadvantage, depending on the possible change in syllabus of NEET 2021. If NTA decides to reduce the syllabus of NEET 2021 similarly as CBSE does, it could be beneficial to students. But if NTA does not reduce the syllabus, students will have to engage a lot of time to their studies for competitive exams. This could result in added pressure on students during the last few months of the academic calendar of 2021.

Any Questions? Send Us Your Queries!

CBSE has already announced that the students of Class 1 to 8 will be promoted without any exams this year. Students of Class 9 and 11 will be promoted based on the assessment of overall performance in projects, term exams etc. but there will not be any final examinations for these students either. For Class 10 and 12, exams for 29 out of 41 subjects will be held soon after the lockdown is lifted off, including exams for students affected due to law and order crisis in North-East Delhi.

It has been advised to schools to reduce summer vacations for students and start classes early. This will mean increased pressure on students for the next academic year. Students of Class 11 will be promoted with easier rules and this could also be beneficial in order to start preparing for NEET 2021.

What does this mean for NEET 2020 candidates?

It is evident that NEET 2020 candidates will have more than enough time to prepare for the exam under the prevailing circumstances. Along with this, board exams have been delayed too. Students must utilise this time to excel in their preparations. Maximum time should be given to attempt sample test papers and old question papers. NTA has also provided learning opportunities while staying at home. These are testing times and we all must prepare well for the future!
