Parents Concerned Over COVID-19, Request Ministry of Health To Postpone NEET 2020

It is no doubt that health and safety is the topmost priority of every individual amid the soaring numbers of COVID-19 in the country. Education Minister, Mr Ramesh Pokhriyal Nishank, also gave a statement that the health of students is the top priority for the government. But the numbers in major metropolitan cities of India primarily – Mumbai and Delhi, have increased exponentially. This has made parents even more concerned about the safety of their children and their own. With these concerns, many parents have written to the Ministry of Health and Family Welfare (MoHFW) to postpone the NEET 2020 and JEE Main 2020. Both the exams are conducted by the National Testing Agency (NTA) which comes directly under government.

No Response on NEET by Govt

After the cancellation of CBSE and ICSE Boards, students and parents have been waiting for a response from MHRD on the status of NEET 2020. On one hand, the exam is a deciding factor for the career of students, they are consistently in opposition to conducting the exams. Students are replying to Mr Pokhriyal and NTA with hashtags such as #NoExamsInCovid and #HealthOverNEETJEE.

Meanwhile, in a recent interview of Mr Pokhriyal by Zee News, he stated that there is no decision on change of dates for either NEET 2020 or JEE exams. A further change will depend on the severity of the situation.

Multiple Obstacles Faced

Students are citing multiple reasons for their inability to attempt the exam. Several students travel to exam centres using public transport as they do not have a private vehicle. Full lockdown imposed in the containment zones will be a hindrance. Similarly, a few students stranded abroad due to some reason cannot travel back due to international travel restrictions. There are several similar issues related to mental and physical health.

As per the reports, a large number of concerned parents have written to the Ministry of Health, requesting the cancellation of exams or postponement. NEET 2020 is scheduled for last week of July. The release of the NEET 2020 Admit Card is expected for the second week of July 2020. Mute response from the government has made students and parents even more worried. NEET 2020 Fake Rumours: Since educational Institutions are closed from March 2020 due to the global pandemic, hence, the students feel that there is an uncertainty of appearing in the NEET PG 2020 Exam. Consequently, they started to spread rumours and fake news related to the entrance test and school board exam on social media based on their assumptions. To stop such nuisance, PIB Fact Check Team and Health Ministry arranged a press conference and warned the NEET 2020 PG applicants, who have taken part to circulate the rumours through social networking sites. Additionally, the Health Minister also mentioned that no such decision has been taken or they did not issue any official letter on NEET PG 2020 Exam.

The Ministry of Health and Family Welfare has issued a letter to the Chief Secretaries of all states on fake circular in this current situation. The letter contains “responsibilities to conduct online counselling for allotment of postgraduate seats to eligible and qualified candidates should be done as per the directions of the Supreme Court of India”. Therefore, the Medical Counselling Committee is bound to allocate seats to the qualified NEET 2020 aspirants for PG admission process through AIQ 50% seats/ state rounds/ Central Universities/ Deemed Universities/ AFMC.

MCC Released Seat Allotment Letter for Second Round

The qualified students of NEET 2020 BDS/PG exam have received a fresh allotment letter from the Medical Counselling Committee (MCC). This letter is issued for attending the second round seat allotment process. According to the issued letter, the aspirants can report to the allocated institutions within 30th June 2020. This letter will be the Curfew pass or e-pass to the qualified students to the institutions and they will not face any hassle or will not require to bear on-going travel restrictions (especially during this current pandemic situation).

JEE Main, NEET 2020: Will the HRD Ministry postpone the exams?

Social media is still flooding with a superfluity of tweets from JEE Main and NEET 2020 aspirants demanding clarification on the exams. The concern among the students is growing as the entrance exams are approaching and the COVID-19 pandemic situation is getting worse. NTA is the main conducting authority of JEE, NEET and all the other entrance exams and functions under HRD Ministry. JEE Main is scheduled to be conducted from July 18 – July 23, 2020 and NEET 2020, on July 26, 2020. As per the statistics, students applying for NEET-UG stands at 15 lakhs and for JEE Main, 9 lakhs.

On June 25, 2020, CBSE announced the cancellation of the remaining class 10 and 12 examinations scheduled between the first 15 days of July. Although, class 12 students have been provided with the provision to be either evaluated on the basis of previous examinations or sit for the exams when the situation is “conducive”. The central board has also cancelled the CTET examination which was scheduled on July 5.

Students are growing anxious for a number of reasons such as maintenance of social distancing outside exam centres. “A single corona patient is enough to create hotspot at the examination centres.”, Jaydeep Thakor wrote on Twitter.

To make things easy for the students from their end, NTA earlier launched a National Abhyaas App on May 19. The application will provide mock tests in both English and Hindi.

Cancellation of Class 10 and 12 CBSE Board Exams, NEET and JEE Aspirants Awaits a Decision

New Delhi: On Thursday, CBSE announced the cancellation of the remaining class 10 exams and Class 12 exams. This has spurred a lot of questions in the mind of the aspirants appearing for JEE Main and NEET examinations in July. According to the sources, the education ministry will postpone these exams as well.

Central Board of Secondary Education informed the Supreme Court that Class 10 and 12 exams that were all set to be conducted from July 1 – 15 will now be put on hold, amidst the rising COVID-19 cases in the country. Although, Solicitor General stated class 12 students will have the option appearing in the examination when the environment is conducive.

On one hand, as the CBSE exams aspirants take a sigh of relief, the announcement has triggered extreme anxiety in NEET and JEE Main Aspirants. NEET exam date was set on July 23, 2020, and JEE Main, from July 18 – July 23, 2020. It does not seem feasible to postpone these entrance exams but now this seem to have become more of a health and safety issue. As our country is quickly making it’s way upwards in the list of most affected countries in the world, conducting exams will just mean playing with the lives of the lakhs of students.

As per the sources, it is speculated that a proposal was made to conduct NEET online and offline mode to avoid crowds at the center. NTA has told Kerala High Court that it is impossible to conduct NEET in online mode.

New Delhi: NTA receives a demand from thousands of NEET 2020 and JEE Main 2020 aspirants from all over the country regarding the postponement of the entrance exams. The COVID-19 situation in India is nowhere on the verge of becoming better and is more likely to become worse in the coming month.

Hence, the government is deliberately pushing back the exam dates for the key medical and engineering exams. HRD Ministry along with the ministry of health and welfare (for NEET-UG) is likely to announce their reply to these petitions on Tuesday after the Supreme Court’s hearing.

NEET-UG is scheduled to be conducted on July 26 and JEE Main, from July 18 – July 23, 2020. As the exams are knocking the door, Twitter is getting flooded with hashtags such as #Studentslivesmatter and #HealthOverNeetJee. In fact, every tweet by Mr. Ramesh Pokhriyal, Union Minister of HRD, has been responded to by the students, making the same demand for postponement.

A tweet such as “Jai Jagannath Ji” was also responded by troubled students with hashtags such as #NoExamsInCovid, #postponejee, #HealthOverNeetJEE, and #Studentslivesmatter.

As per an HRD source, the ministry is waiting for the Supreme Court hearing to act upon this matter. “The exams are likely to be further postponed but the new dates will have to announced only after reviewing the prevailing conditions.” If the institution remains closed for the month of July and mid-August, due to a surge in cases, it is impossible to conduct the exams.

An HRD official says, “For NEET-UG schools and college serve as centres and therefore the invigilators have to be there. In case the institutions remain closed, the exams will have to be rescheduled.

On the other hand, an NTA official said that the agency is waiting for the instructions from MHRD before making a statement.

Now, the final decision lies in the hands of the Supreme Court. Whether the government will act for or against the appeals of thousands of students, we will soon come to know.

Fake NTA Notice On ‘NEET 2020 Postponed’ Circulating On Social Media, Warns PIB

In another fake news incident, a fake public notice dated 15th June 2020 is circulating on the social media and WhatsApp forwards of parents and students. The alleged notice by NTA says that the NEET (UG) 2020 exam has been postponed till 15th August 2020. Press Information Bureau’s (PIB) Fact Check Twitter handle has tweeted that the notice is fake and not issued by NTA. Along with this, NTA also issued an advisory public notice (given below) acknowledging that a fake public notice is being circulated and that ‘stringent action would be taken against such anti-public elements’.

In the tweet by PIB’s Fact Check Twitter handle, a screenshot of the fake notice is also shared. It is clearly visible that the dates have been changed by someone. The fonts and size of the font are clearly uneven in the picture being circulated, which shows the anti-public element using a photo editing software for misleading the interested stakeholders.

NTA has stated that the investigation is undergoing to catch the source of this fake notice. Such elements have an intent to misguide candidates, parents and the general public. NTA has clarified that no such decision has been taken. Students and parents must only rely on the official website of NEET (UG) 2020 – ntaneet.nic.in – for all the important updates. NTA’s Twitter page can also be followed for regular updates.

NEET 2020 was postponed by NTA due to COVID-19 pandemic and country-wide lockdown. The topmost medical exam is now scheduled for 26th July 2020 with more than 6,000 exam centres being set up to conduct the exam.

This includes updating, filling and locking their choices for higher-level courses. Window for this purpose was open from 4th June to 12th June 2020. What after Round-2 Results?

Candidates allotted seats in both medical and dental courses have been asked to mandatorily report to their respective colleges. Reporting to colleges has been deemed an essential activity. The last date for reporting to the allocated institute is 22nd June 2020.

In case seats allotted under Round-2 counselling are left vacant for any particular reason, a mop-up counselling session is conducted by MCC. All AIQ seats left vacant are transferred to the respective states. After this, the mop-up counselling round is conducted on remaining seats only.

Reporting to allotted colleges is required for provisional admission only. In order to retain the seat, reporting is compulsory. Final admission will be provided once all the documents have been submitted and the admission fee for the college has been paid. Many colleges are accepting online mode of fee payment as well. However, candidates are expected to join their duties at the colleges immediately on provisional admission due to a surge in COVID-19 cases in the country.

NEET PG 2020 Round-2 Counselling: Physical Reporting Mandatory, Listed As Essential Service

With an increasing number of patients all over the country, it is consistently getting hard for the limited workforce to manage this surge of COVID-19 cases. Public, as well as private hospitals, are in dire need of doctors for management and treatment. Due to this reason, the Medical Counselling Committee (MCC) has made it mandatory for candidates to physically report for Round-2 of NEET PG 2020 Counselling. Along with this, candidates who were allotted seats in Round-1 of counselling, conducted virtually, are also required to report to the allotted colleges physically. Reporting to colleges shall begin from 16th June 2020.

While colleges have been asked to treat candidates sympathetically in case they are unable to produce certain documents. However, given below are the essential documents which students must produce while reporting for physical counselling-

  • Caste Certificate
  • Certificate of Disability
  • Allotment Letter for Round-2
  • Candidate’s ID

Candidates will get Provisional Admission once they provide these documents. Final admission will be given only after submitting all the mandatory documents. Along with this, MCC has also asked colleges to provide hostel facilities to outstation candidates for enforcing quarantine rules.

Important Instructions for Candidates

  • Outstation candidates are advised to contact the college authorities for Quarantine Rules/Local Administration Guidelines of the City or State before travelling.
  • Health Secretary, MoHFW has mandated that the Allotment Letter will be treated as Curfew Pass/e-Pass. Candidates can check the DO Letter here.
  • Use of ‘Aarogya Setu’ is mandatory in many areas/hospitals. Hence, candidates are advised to install the same on their devices.
  • Guidelines issued by the Government of India and State Governments must be followed.

As per the DO Letter issued by the Ministry of Health and Family Welfare, reporting of Doctors to allotted Medical/Dental Colleges through NEET PG Counselling 2020 is to be considered as an Essential Service.

MCC has also advised colleges to check the ‘status’ of Aarogya Setu app in candidates’ devices. To prevent any last-minute hassles, candidates are advised to install the app and take the ‘Self-Assessment’ Test on the application.

Common Counselling For PG Medical Courses From 2021: Supreme Court Asks NBE

Common or single counselling for admissions in Post Graduate medical courses should be conducted from 2021, the apex court has asked the National Board of Examination (NBE). Medical PG Courses help graduate students to achieve degrees and diploma as well as seats in DNB (Diplomate of National Board) courses in the country.

The bench comprised of Justice UU Lalit and Dinesh Maheshwari. Plea asking NBE to conduct common counselling for this academic year was refused by the bench. NBE is the authority which conducts NEET (PG) examination all over the country. NBE was set up by the Ministry of Health and Family Welfare for improving the quality of medical education. ‘Diplomate of National Board’ is the title awarded by NBE which is considered equivalent to MD/MS in medical education.

“Process is at an advanced stage”

The decline of the plea for the current year counselling by Supreme Court was due to the fact that counselling and admissions process in postgraduate medical courses was already undergoing. The process is at a stage where few counselling sessions have been conducted.

In its judgement, the bench stated, “Since the petitioners have approached the court at a stage where the entire process has been undertaken and many candidates have been allocated various courses in the counselling, we do not deem it appropriate to pass any direction for the present year. However, going by the assertions made in the response filed by the Medical Council of India, we may observe that a common counselling or single online counselling in the coming years would definitely take care of any similar grievance.”

DNB is a three-year postgraduate or postdoctoral diploma where the training lasts for three years. Whereas, Fellow of National Board or FNB is a sub-speciality fellowship programme where the students undergo training of two years.

Noting down the submissions of the NBE, the apex court said that the authority to conduct common counselling from the next academic year was agreeable “in principle”.

The judgement of the apex court bench stated, “Consequently while refusing to pass any directions in so far as the present year is concerned, we hope that the authorities will be able to have common counselling for DNB PG seats along with all Post Graduate seats leading to Degrees and Diplomas… for coming years starting with NEET (PG) 2021 Examination.”

The Grievance of Medical Aspirants

The plea was filed by four medical students requesting Centre, NBE and other authorities to conduct a “single counselling” for allocation of seats under PG Medical and DNB Courses. Other PG Medical courses would include MD and MS.

In NEET (PG) 2020, Alapati Jyotsna and others had scored certain All India Ranks. But, in the counselling process, undertaken by the Medical Counselling Committee (MCC), they could not get the degree courses as per their preference.

While noting down the grievances of students, the Supreme Court said, “Their grievance is that it is only after the regular seats of Post Graduate Courses leading to Degree and Diploma are exhausted that the counselling for DNB courses is undertaken; those who have secured any seat in courses leading to Degrees and Diplomas are disentitled to lay any claim for DNB courses.”

According to the statement, once a candidate is allotted a seat under Degree and Diploma courses, he/she is not entitled to get a seat for DNB Courses. If NBE agrees with the proposal from next year, counselling for all the PG courses will be conducted under a single process and students will have the option to choose from all the courses.

May 28, 2020, New Delhi – The medical Counselling Committee has released the official schedule of 2nd round of counselling for NEET PG/MDS. The registration process begins on June 03, 2020. The registration will be open for admission to 50% All India Quota, Deemed/Central Universities, ESIC and AFMC institutes. The last date to resign from the first round of counselling is June 1, 2020.

The issue was flashed in the news as the Supreme Court was insisted NBE to consider only the first round of counselling to be conducted for the admissions through NEET PG.
