Students Can Pursue MBBS Abroad As MCI Allows One Time Exception From NEET

It was mandatory for all MBBS aspiring students to take the NEET (UG) exam before pursuing their graduation from a foreign institute or university. However, the Medical Council of India (MCI) has made an exception this year amid the COVID-19 pandemic, following which students can skip NEET 2020 exam on 13th September 2020.

However, this exception does have a condition i.e. students must qualify in NEET (UG) 2020 or NEET (UG) 2021.

  • As per MCI, “If the student fails to qualify in NEET, the decision to further pursue the medical course in a Foreign Institute would be at his/her own risk. The student will not be allowed to take the MCI Screening Test or FMGE Exam. Further, the State Medical Council or MCI will not grant them the licence of Registered Medical Practitioner.”

The rule of mandatorily qualifying NEET 2020 for pursuing MBBS from a foreign college or university was brought by MCI in 2018. Today, a large number of students hope to pursue their education in medical fields from countries like Russia, Hong Kong, China, Germany, USA and more.

The admissions to the foreign universities usually begin soon and NEET 2020 has already been delayed thrice. Moreover, international travel has been banned amid the COVID-19 pandemic, due to which even after qualifying NEET 2020, students might not be able to travel abroad for education. This was making it difficult for students to take a firm decision regarding their higher education.

Also, all the students must fulfil the criteria under the “Eligibility Requirement for Taking Admission in an Undergraduate Medical Course in a Foreign Medical Institution Regulations, 2002”.

NEET 2020 is scheduled for 13th September 2020. It will be conducted in a single shift in around 6000 exam centres. The total number of participants for NEET this year are expected to be around 15 lakhs.

SC Dismisses Review Plea By Six States, NTA Will Conduct NEET 2020 As Per Schedule

The verdict is out and it’s again the same. NEET 2020 will not be postponed. The complete order will be uploaded by the court which will reveal what the 3-judge bench of Supreme Court said while rejecting the review plea on postponing NEET and JEE entrance exams during COVID-19 pandemic.

The review plea was heard ‘in-chamber’ where the lawyers were not allowed to put forward any arguments on their behalf. The judges who were hearing the plea are- Justice BR Gavai, Justice Ashok Bhushan, Justice Krishna Murari.

As per the recent reports, the plea was rejected as the bench said that it does not carry any merit for reconsideration. It is to note that NEET 2020 is going to be conducted in a single shift on a single day only i.e. 13th September, with almost double candidates than JEE Main 2020.

NEET 2020 Postponement: Supreme Court Hearing Today at 1:30 PM

While, National Testing Agency (NTA) is firm on their decision of conducting JEE Main 2020, six states who filed review petition, are firm to get NEET 2020 postponed. The hearing for the review petition will be heard by the Supreme Court of India at 1:30 PM.

The review petition has been filed on the decision taken by the Supreme Court on not postponing the NEET 2020 and JEE Main exam, specially when COVID-19 cases are rising every day by 80,000. The apex court rejected the plea citing that not conducting entrance exams will put the “Career of students at peril.”

A three-judge panel led by Justice Ashok Bushan will hear the review plea today. The plea was filed by the following opposition states-

West Bengal Chief Minister, Mamta Banerjee, on Tuesday said that more than 75% students were absent for JEE Main 2020 due to the COVID-19 pandemic. It is to be noted that JEE Main 2020 is being conducted in several shifts in a span of 6 days i.e. 1st to 6th September.

While on the other hand, NEET 2020 will be conducted in a single shift on 13th September only. Moreover, the number of candidates for NEET 2020 are much higher around 15 lakhs, while for JEE the number is only 8.5 lakhs.

As per the official website of NTA NEET (UG) 2020, the admit cards for NEET 2020 have finally been released on 26 August 2020. More than 15.9 lakh candidates have registered for NEET 2020 which will be conducted on 13th September 2020.

  • Numbers of candidates per room have been reduced from 24 to 12 in order to maintain social distancing.

  1. Open the official website – ntaneet.nic.in
  2. Two links will be provided to download NEET Admit Cards.
  3. Click on any link saying “Download Admit Card”
  4. A new tab will open. Enter the details such as NEET Application Number, Password, DOB and security pin (captcha).
  5. Click on the submit button.
  6. Your NEET 20202 Admit Card will appear.
  7. Click on Print or use the print option on your browser to save the NEET 2020 Admit Card as PDF.
  8. Ensure that PDF has been downloaded and stored safely.

NTA Provides Option To Check NEET Exam Centre City, Admit Card To Release Soon

While registered candidates of NEET 2020 are in an unfavourable situation due to COVID-19, NTA has released the information regarding exam centre city allotted as per the preferences provided. In a public notice (dated 20th Aug 2020), NTA stated that the exam is going to be conducted as per revised schedule on 13th September 2020 without any further delay. The NEET (UG) 2020 will be conducted in a single shift of 2 PM to 5 PM only.

To provide an additional facility before the release of NEET 2020 Admit Cards, NTA has given the option to check the NEET 2020 exam centre cities allotted to candidates.

NEET 2020: COVID-19 Advisory Released By NTA, Admit Card to be Released Soon

COVID-19 pandemic is fatal and also already taken away more than 50,000 lives in India. To ensure the health and safety of students taking the NEET UG 2020, NTA has released the COVID-19 Advisory for all staff and candidates attending the NEET Exam Centres.

NEET 2020 COVID-19 Advisory has been released just a day after the JEE Main 2020 COVID-19 Advisory on Safety Protocols to follow. Both are similarly framed in a sequence of –

  • Pre-Examination Controls / Measures
  • Exam Conduct Controls / Measures at Examination Centres
  • Post Examination Controls / Measures at Examination Centres

Pre-Examination Controls / Measures

  • Candidates must maintain a safe distance of around 6 feet as per the social distancing norms.
  • NTA has devised a seating plan that will allow candidates to sit at a safe distance from each other as per social distancing norms.
  • Few new changes will be introduced in NEET 2020 Admit card-
    • Admit cards will provide instructions to maintain social distancing and other COVID-19 Guidelines / Advisory.
    • Candidates will be asked to report in Staggered Time Slots at the examination centres – to be printed as “Slot (time)” such as 11.00 A.M. -11.30 A.M. This will decrease huge crowds.
    • It will provide a list of items permitted in exam halls
    • A hyperlink to the location of the exam centre /venue will also be provided (under digital format) to verify the location of the NEET Exam Centre in advance.
    • PwD candidates availing the facility of scribe will be required to wear a mask along with the scribe.
  • All necessary sanitizing equipment will be used at exam halls to ensure proper sanitization before a shift starts.
  • Hand sanitizer will be provided at the entry gates, registrations desk, server rooms and other important entry points to ensure proper sanitization.
  • Staff will be required to use gloves and masks which will be dumped in dustbins at the end of each shift as per SOP (Standard Operating Procedure).

During Entry at NEET 2020 Exam Centres

A set of rules will be followed on entry of candidates at NEET Exam Centres.

  1. Candidates will report in batches as per time mentioned in their NEET (UG) 2020 Admit Cards. This will ensure a limited crowd at entry gates.
  2. Time slots for staggered (slot-wise) entry will be communicated to candidates through SMS (on registered mobile number) and Admit Cards.
  3. Thermal Guns will be used to check body temperatures of candidates.
  4. If the temperature is less than 99.4 F, they will be forwarded for frisking.
  5. But if the temperature is higher than 99.4 F, they will be taken into an isolation room. The temperature will be checked again after 15-20 minutes. If the temperature does not go down, they will have to take exam alone in separate rooms.
  6. Candidates will be sent to the registration desk/room in batches of 15 boys and 15 girls at once.
  7. Frisking will be conducted using handheld metal detectors with long handles.
  8. Bluetooth and Wi-Fi signal presence will be checked inside the examination rooms and examination centres.
  9. During the conduct of examination, all the installed jammers / CCTVs (if applicable) will be functional as per NTA guidelines.

Items Permitted at NEET 2020 Exam Halls

The list of items that will be allowed at exam centres is given below-

  • Mask (on face)
  • Gloves
  • Personal Water Bottle (Transparent)
  • Personal Hand Sanitizer Bottle 50ml
  • Documents – NEET 2020 Admit Card, Valid Photo ID, Passport Photos

During Exam Controls / Measures

  • Manual Attendance and handwriting samples will be taken from the candidates.
  • Manual Attendance with signature will be collected while wearing gloves. No thumb impression will be taken.
  • Candidates must ask the invigilator for going to the washroom.
  • Water dispensers will not be provided. Hence, personal transparent water bottles will be allowed.

Post Exam Controls / Measures

  • Candidates will be allowed to exit the exam halls in an orderly manner – one at a time.
  • Social distancing must be maintained at all times, without any crowding.
  • Volunteers will be present to ensure all the guidelines are followed even after exit.

“Career of Students Under Jeopardy”, Says Supreme Court, No More Delay in NEET 2020

The students are worried and so are parents. But it seems that they have to move on. The Supreme Court of India rejected the plea demanding postponement of NEET 2020 and JEE Main 2020 exams till the normalcy is restored after the COVID-19 pandemic. Late night on 17th August 2020, the National Testing Agency (NTA) also released the ‘JEE Main April/September 2020 Admit Cards’ for candidates pretty quick after the final verdict of the Supreme Court. This could mean that NEET 2020 Admit Cards might be released soon enough.

“Students Could Lose The Academic Year”

The Supreme Court bench headed by Justice Arun Mishra was hearing the plea, who also announced the final verdict. Since the plea demanding postponement has been dismissed, the NEET 2020 will be held as per the revised schedule on 13th September 2020.

“Life should move on even during COVID-19. How can we just stop the exam? We must move on”, said Justice Arun Mishra over the plea demanding NEET postponement. He also said that not conducting the entrance exams will be a loss to the country. Students will lose the entire academic year and their career will be put under jeopardy.

NTA vs Students

Solicitor General, Mr Tushar Mehta, advocate for NTA, assured the SC bench that both exams will be conducted taking all necessary precautions to stop the spread of COVID-19.

While on the other hand, Advocate Alok Srivastava cited the Prime Minister’s 15th Aug speech that a vaccine for COVID-19 is coming soon. Hence, the exams need not be postponed indefinitely but only for some time until the vaccine is out.

But, the Supreme Court bench rejected the petition to postpone NEET and JEE exams. Justice Arun Mishra dismissed the plea saying that delaying the exams any further will put the ‘Career of students under peril’.

The petition filed on behalf of 11 students by Advocate Alakh Alok Srivastava has the following requests from students-

  1. Exams must be postponed as the COVID-19 cases are increasing rapidly.
  2. NEET exam must be conducted only after normalcy is restored post COVID-19
  3. Exam Centres must be increased and each district must have an exam centre to ensure students need not travel outside their city.
  4. Aspirants must be provided a fresh opportunity to fill the application form along with exam centre preferences from scratch.

Kerala Govt Begins Preparations For NEET 2020, Issues Exam Guidelines

According to the media reports, the health department of Kerala has issued the guidelines for successful conduction of NEET 2020 exam amidst the global pandemic. The state government and the Kerala Health department are making arrangements to make those students sit in separate NEET exam centres who are coming from the containment zone or are coming from outstation and haven’t completed their institutional quarantine period. NEET Exam day guidelines have been issued and the state government has asked the exam authorities to take utmost care this time and not repeat the lapses that occurred during KEAM 2020.

Kerala Health Department has issued a thorough NEET exam day guidelines that are to be strictly followed by both the exam authority and the students. The insights of the guidelines are as follows:

For students coming from abroad and other places in India

NEET 2020 aspirants and their parents coming from outside the state will have to come 14 days prior to the exam and complete their stay-home quarantine or institutional quarantine before the exam day.

Exemption from Quarantine, if COVID report turns negative

Candidates who don’t wish to stay quarantined for 14 days before the exam are required to present their COVID-19 negative report on arrival. The reports presented must be of at least 96 hours prior to arrival.

Separate exam centres for students arriving from the containment zone

Now, the NEET aspirants who are coming from containment zones or who haven’t finished their necessary quarantine period will be seated in separate NEET exam centres to draw out any possible chances of spreading the virus. Also, candidates showing “mild symptoms” will be allotted separate rooms to take the medical exam.

Heath Workers at the exam centres

Field level health workers will be deployed at the exam centres to ensure that the exam is being conducted in conformity with COVID-19 guidelines and precautions.

NEET Exam Date is set on September 13, 2020. All the necessary guidelines have been issued by the health department of the state. The Health Department has also confirmed that guidelines followed during KEAM 2020 will be followed in NEET too. Additionally, the invigilators will be trained to conduct the exam with maximum safety.

Supreme Court Asks Government to Fill 3373 Vacant AIQ Seats under NEET-PG Counselling

The Supreme Court of India has issued a notice over a plea filed for the Union government to declare the vacant seats of All India Quota (AIQ) under NEET-PG 2020 (Medical). The seats have been left vacant by several candidates, as the shortlisted candidates did not join college after the 2nd round of counselling. The plea requested to fill 3373 vacant seats in order of merit in the NEET-PG exam.

The plea was filed by advocate Adeel Ahmed, which stated that the exam results for admission to postgraduate courses of AIIMS, JIPMER and PGI-Chandigarh were released after Round-2 counselling of NEET-PG. As many students got admission in these colleges, a large number of AIQ seats under NEET-PG were left vacant, which were now being transferred for state counselling.

“COVID-19 Pandemic Caused Delay”

The notice was issued by a bench of Supreme Court judges A M Khanwilkar, Dinesh Maheshwari and Sanjiv Khanna. The bench has further listed this case for an urgent hearing on 14th August 2020.

As the vacant seats were being transferred to respective states for state counselling, “many candidates like the petitioner, who were willing to avail the AIQ seats, are being deprived of the opportunity, as the vacant or lapsed AIQ seats are being passed on to the states”, the plea had argued.

COVID-19 pandemic has caused a delay in exams, results and thus counselling for several medical PG exams of colleges such as AIIMS, PGI Chandigarh and JIPMER. However, NEET PG was already conducted around January 2020. This created chaos as many students who secured seats in top medical colleges, opted out of allotted seats under NEET-PG Counselling.

According to the plea, India is under deep threat because of COVID-19 pandemic. The healthcare system has been collapsing. The country needs trained doctors and educated professionals. If the seats under All India Quota are lapsed, bright talent of the country will be deprived of opportunities and experience of top medical colleges in India. Hence, the government should intervene and the AIQ seats in Government Medical Colleges and Deemed Universities must be allotted based on the candidates’ rankings in NEET-PG 2020.

Petition Filed at Supreme Court On Conducting NEET 2020 After COVID-19 Subsides

After parents writing to Dr Ramesh Pokhriyal, now students have started their petition against conducting NEET 2020 amid COVID-19. 11 students of 11 states have filed a petition at Supreme Court demanding further postponement of NEET 2020 and JEE Main until the COVID-19 pandemic is under control in India. The petition was filed by Advocate Alakh Alok Srivastav on behalf of all the 11 students. The grounds of petition are indefinite postponement of CLAT and cancellation of board exams by the government.

Previously, a group of parents had written to Education Minister, Dr Ramesh Pokhriyal, demanding that the entrance exams like NEET 2020 and JEE Main be cancelled amid COVID-19, as it poses a health risk to their children and the whole family. In a recent report, KCET was held in various districts in Kerala where almost 60 asymptomatic students were found COVID-19 positive. Important thing to note here is that the number of appearing candidates was almost 1.5 lakh, around 10% of NEET (UG) candidates.

On the other hand, many students want to get over with the exams as not conducting the exams could be detrimental for their career. It could affect the whole academic year for them and delay their studies.

As per the petition filed at Supreme Court, there are three major demands of students-

  1. Entrance Exams such as NEET must be conducted only after order is re-established post the COVID-19 crisis.
  2. Test centres must be increased. There should be at least one exam centre in each district of India.
  3. Students and aspirants of NEET (UG) or JEE Main should be provided a fresh opportunity to fill application forms and select exam centres from scratch.

Currently, NEET (UG) 2020 is scheduled for 13th September 2020, after multiple postponements. The NEET 2020 Admit Card might be released 15 days before the exam date, which could be near the end of August. Do comment over what should be proposed by the government!
